How to read Korean news headlines: restore the missing sentence carefully
Unpack compact Korean headlines, restore possible particles and endings, and verify agent, time, source and status in an original practice report.
Read a headline as a compressed pointer, not a complete report
A Korean news headline may look like a line of nouns: 시립도서관, 주말 운영 시간 연장. Particles and a sentence ending are absent, yet a reader can infer a possible full sentence such as 시립도서관이 주말 운영 시간을 연장한다. That reconstruction helps grammar study, but it is only a hypothesis until the article supplies the agent, tense and status.
This advanced lesson uses an entirely invented library notice. It teaches you to restore a readable sentence, then test every added piece against the lead and source. It does not quote or summarise a real news report.
If you recognize the words but still feel unsure what happened, that is a normal part of reading headlines. A title gives you a starting point, while the opening paragraph supplies the details. This lesson follows a fictional library notice from its compact title to the full report, so you can see what becomes clearer at each stage.
Build a five-part evidence map
For 시립도서관, 주말 운영 시간 연장, the comma may introduce the institution, 주말 운영 시간 is the affected item and 연장 names the change. The headline alone may not tell you whether the library has announced a plan, confirmed a schedule or already extended the hours.
At this point, we know the topic is library opening hours, but we still need the date and the status of the change. Keeping those questions open makes the first paragraph easier to read: you are looking for the missing pieces, rather than trying to guess a complete story from the title.
Turn headline nouns back into a possible clause
| Headline expression | Possible full-clause form | What must still be checked |
|---|---|---|
| 운영 시간 연장 | 운영 시간을 연장하다 | subject, tense and status |
| 시설 확대 | 시설을 확대하다 | what facility; planned or complete |
| 결과 발표 | 결과를 발표하다 | who announced and when |
| 도입 검토 | 도입을 검토하다 | review does not equal adoption |
| 공사 완료 | 공사가 완료되다 | completion time and scope |
Headline style often uses a Sino-Korean action noun where a full clause would use 하다, 되다 or another predicate. Expanding 발표 to 발표했다 is grammatically possible only after you know the event is past.
The sentence ending supplies an important part of the meaning. 발표할 예정이다 points to a planned announcement, 발표했다 reports one that happened, and 발표를 검토하고 있다 says an announcement is being considered. The noun 발표 is the same, but those endings tell three different stories.
Restore particles as a reading test, not as hidden printed words
| Compressed line | One possible reconstruction | Reason |
|---|---|---|
| 도서관, 운영 시간 연장 | 도서관이 운영 시간을 연장한다. | 이 marks a possible agent; 을 marks the object |
| 내일부터 열람실 조기 개방 | 도서관이 내일부터 열람실을 일찍 개방한다. | 부터 marks the starting time |
| 공사로 동문 임시 폐쇄 | 공사로 인해 동문을 임시로 폐쇄한다. | 로 인해 can make the stated cause explicit |
| 이용자에게 변경 사항 안내 | 도서관이 이용자에게 변경 사항을 안내했다. | 에게 marks the recipient in this reconstruction |
A headline does not contain invisible particles waiting for one perfect answer. More than one complete sentence can fit the same compressed string. Use the lead to decide whether 도서관 is an agent, location, quoted source or topic.
When you translate into English, it can be tempting to supply “they” or “the government” immediately. The article may name a different organization, however, or describe an event without specifying who carried it out. Waiting until you reach that detail gives you a more reliable subject for the English sentence.
Separate the speaker from the claim
| Headline pattern | Safe first reading | Question for the article |
|---|---|---|
| 시 “이용자 의견 반영” | The city says it reflected user opinions. | Who spoke, and what evidence or action is described? |
| 관계자 “다음 달 확정” | A person involved says it will be confirmed next month. | What exactly will be confirmed? |
| 전문가, 추가 검토 필요 | An expert says further review is needed. | Which expert and what is being reviewed? |
The noun before quotation marks usually attributes the following words. It does not automatically prove the quoted claim. Preserve attribution in English: “The city said…” is different from presenting the city’s statement as an independently verified fact.
The comma often gives your eyes a useful pause between the institution or topic and the main news. It does not always stand for 이 or 은. Reading the opening sentence helps you see whether the first noun is the person doing something, the place where it happened, or the source of a statement.
Protect the difference between review, plan, confirmation and completion
| Status word | Working meaning | Do not upgrade it to |
|---|---|---|
| 검토 | review / consideration | decision |
| 추진 | work toward / promote a plan | completion |
| 예정 | scheduled or expected plan | past event |
| 확정 | confirmed | completed |
| 시행 | implementation | permanent success |
| 완료 | completion | every related task is finished |
The words in this table help you follow how far a proposal has progressed. For example, 도입 검토 means an introduction or adoption is under consideration. A headline using 검토 may be reporting a discussion, rather than announcing a new service. “Service introduced” would skip over that distinction and report an outcome the wording does not establish.
Dates matter. 다음 달부터 시범 운영 예정 points to a future start and a trial operation. Check the publication date before converting 다음 달 into a calendar month.
Treat punctuation as a relationship clue
| Mark | Possible job | Reading caution |
|---|---|---|
, | source/topic break | does not identify one fixed omitted particle |
| “ ” | quoted wording | attribution is not verification |
| : | explanation or specification | read both sides before deciding the relationship |
| … | pause, contrast or unresolved link | do not invent cause or result |
? | question or deliberately uncertain framing | the headline itself may not assert the proposition |
In 방문객 증가…좌석 부족 우려, the two pieces may be related, but the dots do not prove a measured causal chain. The article must show who is concerned and what visitor data supports the statement.
Numbers can leave similar questions unanswered. If a headline says visits rose by 20%, the body should tell you what period is being compared and where the figures came from. Those details help you understand whether the number describes a short-term change, a longer trend, or a comparison with an unusually quiet period.
Compare the headline with a lead before translating
Use this invented pair:
Headline: 한빛시립도서관, 주말 운영 시간 연장
Lead: 한빛시립도서관은 이용자 설문 결과를 반영해 다음 달 첫째 주부터 토요일 운영 시간을 두 시간 연장한다고 4일 밝혔다.
The lead identifies the announcing institution, evidence it cites, a future start, Saturday rather than the whole weekend, a two-hour extension and the announcement date. A careful translation is: “Hanbit City Library said on the 4th that, reflecting a user survey, it will extend Saturday opening hours by two hours from the first week of next month.” Hanbit is fictional.
The headline’s 주말 is broader than the lead’s 토요일. When precision matters, follow the body and retain the attribution 밝혔다.

Read an English translation
Hanbit City Library said on the 4th that it will extend Saturday opening hours by two hours from the first week of next month.
The library explained that it decided on a trial after many respondents in a user survey conducted last month requested evening access.
The trial will last three months, and Sunday opening hours will not change.
Because the east gate will be closed for repairs during the first two weeks, visitors must use the main entrance.
A library official said the library would review usage and satisfaction after the trial ends.
A permanent extension has not yet been confirmed, and information will later be posted on the library website.
The report is fictional and written for language practice. Notice how 시범 운영, 아직 확정되지 않았다 and 예정이다 keep trial, uncertainty and future notice separate.
Fill an evidence table before writing a summary
| Question | Evidence from the invented lead/report | Safe summary choice |
|---|---|---|
| Who made the announcement? | 한빛시립도서관은 … 밝혔다 | Attribute the plan to the library |
| What changes? | 토요일 운영 시간을 두 시간 연장 | Saturday hours, by two hours |
| When? | 다음 달 첫째 주부터 | Convert only after checking publication date |
| For how long? | 시범 운영 기간은 세 달 | Three-month trial |
| What does not change? | 일요일 운영 시간은 바뀌지 않는다 | Sunday hours unchanged |
| Is it permanent? | 아직 확정되지 않았다 | No permanent decision reported |
A poor summary would say, “The library permanently extended weekend hours.” It removes attribution, changes Saturday to the whole weekend, and upgrades a future trial to a permanent completed event.
A useful summary can be brief without losing those distinctions: “Hanbit City Library announced a three-month trial that will extend Saturday opening hours by two hours; Sunday hours will stay the same.” That sentence keeps the source, the day, the amount and the temporary status together. The east-gate repair can be mentioned separately if your reader is planning a visit.
Reconstruct carefully, then check your additions
- Turn 운영 시간 연장 into one possible full Korean clause without claiming it already happened.
- In 시 “이용자 의견 반영,” what must an English summary preserve?
- Why is 도입 검토 not evidence that a service was introduced?
- Restore a possible cause relation in 공사로 동문 임시 폐쇄.
- What does the invented report say about Sunday hours?
- Is the extension permanent in the invented report? Cite the decisive Korean phrase.
- Name three details that the lead adds to 주말 운영 시간 연장.
- Correct this inaccurate summary: “Hanbit permanently extended all weekend hours.”
Check the answers and explanations
- 도서관이 운영 시간을 연장할 예정이다. is one possible future reconstruction. The article must support both the subject and 예정 status.
- Preserve attribution: the city says or states that it reflected user opinions. The quotation is not independent verification.
- 검토 means review or consideration. It does not report a decision or completed adoption.
- 공사로 인해 동문을 임시로 폐쇄한다. is one possible full clause. Check the body for agent, tense and dates.
- 일요일 운영 시간은 바뀌지 않는다. Sunday hours do not change.
- No. The decisive phrase is 정식 연장 여부는 아직 확정되지 않았다.
- It specifies Saturday, a two-hour extension, a start in the first week of next month and that the library announced it on the 4th. Any three of these answer the question.
- “Hanbit City Library said it would run a three-month trial extending Saturday hours by two hours; a permanent extension has not been confirmed.” This retains source, scope and status.
For a little practice beyond this fictional report, a short headline about a familiar topic is a good place to start. You might write down what you think it means, then compare your reading with the first paragraph. Noticing one missing date or one word such as 예정 is already useful progress; you do not have to translate the entire article to learn from it.
A small listening check
Pronunciation help: Track time, day, amount and status
Listen through the reporting ending. 다음 달부터/토요일/두 시간/예정이라고 contrasts with 지난달부터/일요일/영구적으로/연장했다고.
Listen and choose
Play the sound, then select the Korean you heard. The answer buttons unlock after playback. This is one short practice item, not a pronunciation assessment.
Listen before choosing.
